Reopening Update: December 30, 2020

All of us believe the best place for our students is at school.  I have always said that it is best for families as well.  As we have since March 13, 2020, the Pendleton School District will continue to serve our students and families as best we can with the rules and restrictions that have been placed upon us.  As we enter the New Year, we will begin the implementation process of our reopening plans with the goal of getting our elementary students back in our schools by February 15th.   Ultimately, we will strive to have all students back in buildings at some point this school year.  Until then, we will continue with the CDL model that is currently in place.

On Wednesday, December 23rd, Governor Brown released a message that she was making changes to her previous mandates regarding reopening schools during the pandemic.  In her letter addressed to Patrick Allen, Director of the Oregon Health Authority and Colt Gill, Director of the Oregon Department of Education, the governor called for the following actions:  (a copy of the full text can be found at https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Letter%20from%20Governor%20Kate%20Brown%2012-23-2020.pdf?utm_medium=email&utm_source=govdelivery )

  1. Oregon’s local school boards, superintendents, educators and school employees work towards the resumption of in-person instruction to the “greatest extent possible – prioritizing elementary education, with the hope of more elementary schools will transition to in-person instruction by February 15, 2021;
  2. Prioritized educators and school staff for COVID-19 vaccinations and further orders OHA to partner with schools to access on-site rapid testing with priority to elementary students, educators and staff in communities disproportionately impacted by COVID-19;
  3. Effective January 1, 2021 Oregon’s COVID-19 Health Metrics for Returning to In-Person Instruction will become advisory rather than mandatory;
  4. Directed OHA and ODE to evaluate and provide updates consistent with ongoing updates to Ready Schools Safe Learners and to be completed no later than January 19, 2021; and
  5. Directed ODE to collaborate with OHA to align Ready Schools Safe Learners guidance and OHSA rules to ensure all necessary health and safety procedures and protocols are included to “allow maximum access to in-person instruction”…..

The governor concluded her directives by reiterating, “All schools are subject to Executive Order 20-29 and must continue to fully comply with the mandatory portions of the Ready Schools Safe Learners guidance and other supplemental guidance issued by OHA and ODE.  The press across the state has reported parts of her four-page letter.  Many have taken that information and jumped to the conclusion that schools can re-open.  Unfortunately, it is not that simple.

The most recent case rate and test positivity rate data for Umatilla County is: (source is Willamette Education Service District, December 30, 2020)

Week of 11/29 – 12/12 = 666.58/100,000 and 12.16%
Week of 12/13 – 12/19 = 623.46/100,000 and 10.01%
Week of 12/20 – 12/26 = 648.10/100,000 and 12.29%

Although downgraded from mandatory to advisory, the metrics for reopening elementary schools are case rates under 100/100,000 for the prior 14 day period and a test positivity rate under 8%.  In addition, for secondary school reopening, the “advisory” metrics call for rates under 50/100,000 for the prior 14-day period and a test positivity rate under 5%.

See link: https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Following%20the%20Metrics%20Visual.pdf  To put these in context, Umatilla County case rates are 648% over the advisory level for reopening elementary schools and 1296% over the advised level for secondary schools.

So what does the governor’s direction mean?  First, transitioning elementary students back to in-person following the Pendleton School District’s Reopening Plan, 6.0, which will be released after the Tuesday, January 5, 2021 Board Work Session, is very possible and potentially could begin prior to February 15th.  Please note that our plan calls for students returning for ½ days, either in the morning or afternoon, in order to comply with the requirements for social distancing and cohorting.  We will begin the initial steps of implementing our plan, which will include several logistical items in order to do so.  Second, currently the requirements of Ready Schools, Safe Learners make returning to in-person instruction at the secondary level (grades 6-12) as we know it, unlikely if not impossible.  Specifically, the social distancing and cohorting requirements restrict students from being in more than two cohorts.  By current definition, a single class at the secondary level would be a cohort.  Therefore, a student could not attend in-person for more than two classes a day.  For those students who would require bus transportation, the bus counts as one of their two cohorts for the day.  In addition, teachers, instructional aides and support staff can only interact with three student cohorts in a day and five for a week, making a seven or eight period schedule impossible and still meet current state standards for credits, etc.  We will be pursuing clarification and advocating for revisiting this requirement.  We will continue seeking ways to safely give more students access to in-person instruction.  Third and most important to keep in mind, should any staff or student in a cohort test positive, the cohort(s) that the individual was part of would most likely be quarantined for fourteen (14) days.  Should there be two (2) or more cases in any building, it is a real possibility we would close the entire school operations for the impacted building for up to fourteen (14) days.  In other words, we could begin bringing back students and have to revert to CDL for a minimum of fourteen days and then start all over again.  We will continue to work with Umatilla County Health to ensure our plans maintain the most safe and healthy environments while staff and students are in our buildings.

In the meantime, we all need to continue the tried and true defense against the spread of COVID-19 by socially distancing, wearing a mask when around others, avoid large gatherings, practice good hygiene including washing your hands frequently, self-isolate at home if you are not feeling well and consult with your health care provider should you believe you may have been in contact with someone with COVID or if you are exhibiting primary symptoms.

Como lo hemos hecho desde el 13 de marzo de 2020, el Distrito Escolar de Pendleton continuará sirviendo a nuestros estudiantes y familias lo mejor que podamos con las reglas y restricciones que se nos han impuesto. Al entrar en el Año Nuevo, comenzaremos el proceso de implementación de nuestros planes de reapertura con el objetivo de que nuestros estudiantes de primaria regresen a nuestras escuelas antes del 15 de febrero. En última instancia, nos esforzaremos por tener a todos los estudiantes de regreso en los edificios en algún momento de este año escolar. Continuaremos buscando formas de brindar acceso seguro a más estudiantes a la instrucción en persona. En tercer lugar, y lo más importante a tener en cuenta, si algún miembro del personal o estudiante en una cohorte da positivo, la (s) cohorte (s) de las que formaba parte la persona probablemente serían puestas en cuarentena durante catorce (14) días. Si hubiera dos (2) o más casos en cualquier edificio, es una posibilidad real que cerremos todas las operaciones de la escuela para el edificio impactado por hasta catorce (14) días.
