Superintendent Message: Reopening Update, January 7, 2021

On Tuesday, our School Board reviewed a draft proposed school reopening plan in response to Governor Brown’s December 23rd directive to the Oregon Health Authority and the Oregon Department of Education.  In her letter, the governor expressed the hope for more schools to reopen by February 15th, especially at the elementary level.

This week I have been part of hours of meetings with local leaders, health officials, regional superintendents, superintendents statewide, the director of the Oregon Department of Education and the executive director of the Oregon School Boards Association.  From these meetings, superintendents across the state have been advised to refrain from initiating reopening plans until after the January 19th release of new guidance from the Oregon Health Authority and the Oregon Department of Education.  We are expecting critical and substantial updates on the 19th that will impact any current plans and timelines.  Once these updates are released, it will take time to review existing plans and modify them to the new guidance requirements.

As frustrating as this is for many of us, we will continue in CDL, Comprehensive Distance Learning, and the current limited in-person opportunities that have been in place since September.  However, I do want to assure you that 1) we have reopening plans and have been modifying them since July as guidance has changed, and 2) I want to provide you a summary of what our plan currently involves.  To that end, here are highlights of what the plan will include:

  • The plan will be broken down into two-week increments,
  • We will bring back primary grades(K-2) first for daily, ½ day of live instruction and ½ day CDL,
  • As we can sustain the health and safety of our staff and students, we will add elementary grades 3-5,
  • Should we be able to implement all guidance requirements and meet all metrics, we may be able to begin with elementary students sometime between February 1st and 15th,
  • We will be polling elementary parents for their input in the next few days,
  • Our secondary plan needs considerable work in light of what has been the guidance and what we anticipate the new guidance will require. We will be using the coming weeks to revisit our secondary plan,
  • We will be assembling a team of secondary administrators and staff to use the new guidance to create a plan that is compliant with the guidance and can maintain the safe return of our secondary students and staff,
  • At some point, we will seek input from secondary students and parents, and
  • Our current plan had grades 6-12 transitioning back in mid-March.

All indications are that the new guidance coming out will include case rate metrics that will be part of the reopening decision-making process.  Umatilla County case rates have continued to be among the highest in the state of Oregon.  Despite all of our collective hoping and planning, if our rates don’t recede, reopening will be delayed even longer.  Please do your part!

El martes, nuestra Junta Escolar examinó un plan propuesto de reapertura de escuela en respuesta a la directiva de la Gobernadora Brown el 23 de diciembre de la Autoridad de Salud de Oregón y el Departamento de Educación de Oregon. En su carta, la Gobernadora expresó la esperanza de que más escuelas vuelven a abrir para el 15 de febrero, especialmente en el nivel elemental.

Esta semana he sido parte de horas de reuniones con líderes locales, funcionarios de salud, superintendentes regionales, superintendentes de todo el estado, el director del Departamento de Educación de Oregon y el director ejecutivo de la Asociación de Juntas Escolares de Oregon. A partir de estas reuniones superintendentes de todo el estado han sido advertidos de que se abstengan de iniciar la reapertura de los planes hasta después del 19 de enero por el lanzamiento de la nueva orientación de la Autoridad de Salud de Oregón y el Departamento de Educación de Oregon. Estamos a la espera de críticos e importantes actualizaciones en el 19 que impactará planes y líneas de tiempo actuales.   Una vez que se publiquen estas actualizaciones, se necesitará tiempo para revisar los planes existentes y modificarlos según los nuevos requisitos de orientación.

Por frustrante que sea para muchos de nosotros, continuaremos en CDL, Aprendizaje Integral a Distancia y las actuales oportunidades limitadas en persona que han estado vigentes desde septiembre. Sin embargo, quiero asegurarles que, 1) tenemos planes de reapertura y los hemos estado modificando desde julio a medida que la orientación ha cambiado, y 2) quiero brindarles un resumen de lo que implica nuestro plan actualmente. Con ese fin, aquí hay aspectos destacados de lo que incluirá el plan:

  • El plan se dividirá en incrementos de dos semanas,
  • Traeremos de regreso los grados primarios (K-2) primero para recibir ½ día de instrucción en vivo y ½ día de CDL,
  • Como podemos mantener la salud y la seguridad de nuestro personal y estudiantes, agregaremos los grados de primaria 3-5,
  • Hay que ser capaz de poner en práctica todos los requisitos de orientación y cumplir con todas las métricas que puede ser capaz de comenzar con los estudiantes de primaria en algún momento entre febrero primero y 15,
  • En los próximos días estaremos encuestando a los padres de la escuela primaria para obtener su opinión.
  • Nuestro plan secundario necesita un trabajo considerable a la luz de lo que ha sido la guía y lo que anticipamos que requerirá la nueva guía. Usaremos las próximas semanas para revisar nuestro plan secundario,
  • Estaremos formando un equipo de administradores y personal de secundaria para usar la nueva guía para crear un plan que cumpla con la guía y pueda mantener el regreso seguro de nuestros estudiantes y personal de secundaria.
  • En algún momento buscaremos la opinión de los estudiantes de secundaria y los padres, y
  • Nuestro plan actual hizo la transición de los grados 6-12 a mediados de marzo.

Todo indica que la nueva guía que se publicará incluirá métricas de tasas de casos que serán parte del proceso de toma de decisiones de reapertura. Las tasas de casos del condado de Umatilla han seguido estando entre las más altas del estado de Oregon. A pesar de todas nuestras esperanzas y planificación colectivas, si nuestras tarifas no disminuyen, la reapertura se retrasará aún más. ¡Por favor, haga su parte!
